FMCSA Removes Electronic Logging Devices from Approved List

The Federal Motor Carrier Safety Administration has removed three Electronic Logging Devices from its list of registered and approved ELDs. The action, effective December 8, 2025, follows the agency’s determination that the devices failed to meet federal technical and performance requirements under 49 CFR Part 395.
According to FMCSA, any ELD that does not meet minimum compliance standards is subject to removal in order to protect roadway safety and maintain consistent enforcement nationwide.
Revoked Electronic Logging Devices
The following ELDs have been placed on the FMCSA Revoked Devices list:
PSS ELD – Pioneer Safety Solutions LLCModel PRSELD Identifier PRS271
Black Bear ELD – Black Bear ELDModel BRSELD Identifier BRS254
RT ELD Plus – Accurate Elite – RollingtransModel RT-ELITE-BLE3647ELD Identifier RTEL47
These devices are no longer considered compliant for recording hours-of-service data.
Required Actions for Motor Carriers
Motor carriers currently using any of the revoked ELDs have 60 days to transition to a compliant device. FMCSA guidance instructs carriers to:
Stop using the revoked ELD immediately
Record hours of service using paper logs or approved logging software during the transition period
Install a compliant ELD from the FMCSA Registered Devices List before February 7, 2026
Until that date, enforcement officials are encouraged not to issue citations related to failure to use a registered ELD, provided drivers can present valid paper or backup logs.

Beginning February 7, 2026, any carrier still operating with a revoked ELD will be treated as operating without an ELD. Drivers found using these devices on or after that date may be cited under 395.8(a)(1) and placed out of service in accordance with Commercial Vehicle Safety Alliance criteria.
If an ELD provider corrects the deficiencies identified by FMCSA, the device may be reinstated. However, FMCSA advises carriers not to rely on potential reinstatement and to take corrective action now to avoid compliance disruptions.
